London's Notting Hill Carnival opens peacefully under police eye

London (CNN) -- There's a good party atmosphere on Notting Hill's streets for day one of the annual Carnival.

It's Kids' day, more of a family occasion before Monday, when around a million visitors are expected to attend.

There are 5,500 police watching over the carnival this Sunday, and another 1,000 will be brought in for the Monday.

Police say there have been no incidents so far and although their presence is obvious it is in no way oppressive.

The pavements throb from the huge sound systems passing through streets with steel bands, fabulous feathered costumes and a huge variety of food stalls selling everything from Caribbean street food to burgers.

London's Metropolitan Police have made 40 pre-carnival arrests, all part of Operation Razorback, launched at the beginning of August to thwart potential trouble-makers from disrupting the Carnival.

After the riots across London and other parts of the UK in early August there were calls from some quarters to stop this year's Carnival from going ahead.

(FT) -- European officials rounded on Christine Lagarde on Sunday, accusing the managing director of the International Monetary Fund of making a "confused" and "misguided" attack on the health of Europe's banks.

Ms Lagarde, the former French finance minister who replaced Dominique Strauss-Kahn as head of the IMF in July, used her address at an annual meeting of central bankers in Jackson Hole, Wyoming, to call for an "urgent" recapitalisation of Europe's weakest lenders, saying that shoring up the banking system was key to cutting "chains of contagion" across the region.

But officials said Ms Lagarde's comments missed the point of banks' current difficulties. "The key issue is funding," said one experienced central banker. "Banks in some countries have had trouble securing liquidity in recent weeks and that pressure is going to mount. To talk about capital is a confused message. Everybody -- politicians, regulators, other officials -- is quite concerned."

Officials, nervous that Ms Lagarde's statement would further spook bank investors, said they planned to urge the former French finance minister to clarify her statement.

Mladic back in court after Croatia suspect pleads not guilty

(CNN) -- Bosnia genocide suspect Ratko Mladic is back in court Thursday for a procedural hearing, a day after Goran Hadzic -- the last Yugoslav war crimes suspect at large until his arrest last month -- pleaded not guilty to crimes against humanity at the International Criminal Tribunal for the former Yugoslavia.

Mladic, the highest profile Yugoslav war crimes suspect until his capture earlier this year, is accused of responsibility for the killing of nearly 8,000 Bosnian Muslim men and boys at Srebrenica in 1995, the single largest mass slaughter in Europe since World War II.

He has been a combative figure at the ICTY, the United Nations-backed court set up to try war crimes suspects from the wars that followed the dissolution of Yugoslavia in the early 1990s.

The Thursday hearing is a status conference as preparations for his trial continue.
Hadzic, an ex-Croatian Serb rebel leader who had been a fugitive for seven years, was captured in Serbia on July 20.

The former president of a self-proclaimed Serbian republic in Croatia, Hadzic is accused of trying to remove Croats and other non-Serbs from the territory and the "extermination or murder of hundreds of Croat or other non-Serb civilians," among many other crimes, according to the tribunal.

Sabotage fears spark mass painkiller recall in Britain

London (CNN) -- A common over-the-counter painkiller has been recalled across Britain amid sabotage fears, health authorities said.

The recall came after five reported instances of rogue tablets were found in packets of Nurofen Plus, a nonprescription painkiller that contains codeine.

Police are now investigating the "suspected sabotage," according to Reckitt Benckiser, the makers of Nurofen Plus.

The Medicines and Healthcare Products Regulatory Agency issued a safety alert Thursday when three packages of Nurofen Plus were found to contain strips of an antipsychotic drug, Seroquel XL.

Reckitt Benckiser moved to a full recall -- which could involve 250,000 packets of Nurofen Plus -- late Friday after two more packages were found to hold rogue strips of prescription-only drugs.

Russia postpones new manned space station mission

Moscow (CNN) -- The Russian space agency on Monday postponed the launch of a new manned mission to the International Space Station due to last week's accident in which an unmanned cargo craft was lost, the state news agency RIA Novosti reported.

Alexei Krasnov of the space agency, Roscosmos, said the next manned mission, originally planned to launch on September 22, now would occur in late October or early November, according to the RIA Novosti report.

In the United States, NASA's space station program manager told reporters Monday that the timing of the rescheduled mission could force the temporary de-manning of the space station later this year.

However, the NASA official, Mike Suffredini, said no decisions can be made until a commission appointed by Russia completes its investigation of the August 24 crash involving a Soyuz rocket -- the same kind used to power the flights of crew members to the space station.

With a planned rotation of the six crew members aboard the space station scheduled to begin next month, a delay in using the Soyuz could prevent the ability to bring replacements, Suffredini said.

"If we don't have Soyuz flying by the middle of November -- the 16th or so, the normal landing time for the last crew -- we would have to de-man ISS at that point," Suffredini said.

The six astronauts at the space station are three from Russia, two from the United States and one from Japan.

Uruguay ace Forlan to join Inter from Atletico

(CNN) -- Uruguay star Diego Forlan said Monday that he is leaving Atletico Madrid and is set to join Serie A Inter Milan.

Forlan, who scored two goals in the final as his country lifted the Copa America this summer, has been with Atletico since 2007, but a posting on the club's official website confirmed his departure.

Forlan, who appeared at a news conference with Atletico president Enrique Cerezo, said the La Liga club would always be in his heart.

But added: "At the age of 33, going to a club like Inter is not an opportunity that comes up often.

"I am happy with the decision that I have taken, it is normal that some players come and others go," Forlan added. Atletico have set up a special Twitter hash tag so their fans could pay tribute to Forlan, who scored 74 goals in 134 appearances for the club.

He will replace Cameroon striker Samuel Eto'o, who joined Russian side Anzhi Makhachkala from Inter on a massive three-year contract.

Forlan, the player of the tournament at the 2010 World Cup, will sign a two-year deal with the Italian giants, Spanish media reported.

Inter have also signed Italian Under-21 midfielder Andrea Poli from relegated Sampdoria, the Serie A club announced on their official website Monday.
